Ø BBNL provides non-discriminatory access to all Service Providers. BBNL has been granted National Long Distance Operating (NLDO) license by DOT w.e.f. 01.04.2013.
Ø BharatNet and its services
BharatNet is a middle mile network from block to Gram Panchayats (GPs) which provides connectivity to Service Providers like TSPs, ISPs. MSOs, LCOs and Government agencies for extending their services from Block to GPs. It offers following services to the service providers/ government agencies:
1. Bandwidth: It offers point to point (P2P) and point to multi-point (P2MP) bandwidth from block to GPs using GPON technology.
2. Dark fiber: on incremental cable: It offers dark fiber on the incremental cable laid by BBNL between Fiber Point of Interconnect (FPOI) and GPs.
Ø BharatNet utilization models
1. Bandwidth Utilization: Any service provider/ government agency who intends to provide its services at Gram Panchayat level may connect to BharatNet at block OLT location from where its traffic is carried to Gram Panchayat (GP) level on BharatNet. At the GP, service provider has to extend its services to the end-customers using its own last mile. To trigger the ecosystem and promote BharatNet utilization, this bandwidth is being offered at highly attractive and affordable price.
2. Dark Fiber Utilization: Service providers may also utilize the dark fiber on the new cable laid by BBNL between block and GPs, called incremental cable, for extending its services to GPs. The dark fiber is available from Fiber Point of Interconnect (with the existing fiber) to the GPs. However, there are about 16000 Gram Panchayats where BBNL fiber is available right up to the block from GPs. (Click here to get the list of these location) .The dark fiber is also being offered at very affordable and attractive price of Rs 2,250 per fiber per KM per annum which is very much below the market price.
Ø Procedure for BharatNet connectivity.
1. Requirements: Service providers needs to work out their requirement of BharatNet Bandwidth or dark fiber based on the information available on the website about BharatNet and their assessment of customer demand.
List of service ready GPs along with Lat & Long data may be referred for BharatNet bandwidth. Block level line diagrams may be referred for BBNL's Dark Fibre. BBNL may also facilitate field level surveys if specific requirement is given by the service provider.
2. Applying for BharatNet connectivity
a. You need to fill appropriate application form for BharatNet bandwidth or BBNL dark fiber as the case may be.

b. Fill the form with relevant details about your firm/company, the sites where BharatNet Bandwidth or dark fiber is required and the other necessary details.
The application form must be signed only by an authorized signatory.
c. Only one application form needs to be filled for BharatNet connectivity requirement in one State/UT irrespective of number of locations in that State/UT.
However, for the requirements in more than one State/UT, separate form needs to be filled for each State/UT.
d. Following documents are required to be submitted along with the filled application form.

Ø ID of authorized signatory & PAN Card

e. Demand note: After the receipt of application form and initial assessment of the technical feasibility, a demand note will be issued by BBNL to the service provider for making the payment as per the demand note.
f. Payment procedure: The payment against the demand note may be made in following ways.

Ø Online payment through NEFT/RTGS/IMPS as per the details below.

g. Advice Note: Subsequent to the receipt of the payment against demand note, an advice note will be issued to the concerned BBNL field units & BBNL NOC for provisioning.
h. BBNL NOC will provision the BharatNet Bandwidth centrally from NOC. While physical processing at OLT & ONT will be facilitated by BBNL field unit. In case of dark fiber, the field units of BBNL will get the provisioning done.
i. A letter of authorization for the termination of the service provider cables at the OLT in BSNL premise will also be issued by BBNL field unit to the concerned officer of BSNL.
j. After bandwidth/dark fiber is provisioned, the billing cycle starts and the bills will be issued quarterly, half yearly and annually as per the BhartNet tariff.
